The City of Laredo finds that under the Code of Federal Regulations 19 CFR 192.2 (c)(2)(i) the seventy-two (72) hour wait period has created traffic congestions throughout the city.
Individuals exporting a motor vehicle usually travel with their family, which include small children. They also travel with their belongings and choose not to leave their vehicle unattended while waiting for the seventy-two (72) hour waiting period to end. During the waiting period, these individuals cause traffic congestions throughout the city, disturbance to businesses and littering in public and private parking lots.
The City of Laredo asks the Department of Homeland Security to reduce the seventy-two (72) hour waiting requirement as stated in 19CFR192.2 (c)(2)(i) to forty-eight (48) hours or less in order to expedite and alleviate traffic congestions throughout the city.
