Provide municipalities (where inefficient generation or no generation of power exists) with financial assistance to own and operate a power generation plant.

The majority of cities in South Texas, which nodal pricing would impact, do not have the financial means to purchase and operate a power plant. Efforts to do so without the assistance of the state would create a financial burden for the electric consumer.
