SUBJECT: FINAL READING ORDINANCE NO. 2001-O-213

Authorizing the City Manager to accept and execute all documentation for four grants from the Texas Department of Health in the amount of $3,222,093 for the following four grants: Community Health Education Program, Maternal and Child Health (MCH-Title V), Women Infants and Children “WIC” Program, and Los Dos Laredos Binational Health Council of the Laredo Health Department for the period beginning September 1, 2001, through August 31, 2002, and October 1, 2001, through September 30, 2002, respectively; and amending the City of Laredo FY 2000-2001 budget in the amount of $47,269.42.

PREVIOUS COUNCIL ACTION:   On September 4, 2001, Council held public hearing introducing ordinance and instructed staff to proceed with final reading.

BACKGROUND:

The Texas Department of Health has contracted with the City of Laredo to provide public health services to residents of Laredo and Webb County through the City of Laredo Health Department.

 

The City of Laredo FY 2000-2001 budget will be amended by 1/12 of the grant budgets, and the remaining 11/12 budget will be part of the FY 2001-2002 budget.

 

#1 This amendment to the contract includes a budget for the Community Health Education  Program which provides  health promotion and disease prevention educational activities geared to promote healthy behaviors, and focuses on women and children problems, such as teen pregnancy, tobacco, alcohol, and drug use prevention, and early access to prenatal care.

 

The project is designed to decrease the high rate of health risk factors among the female residents in Webb County, especially the rate of obesity, sedentary lifestyle and high blood cholesterol which are closely related to the high rate of chronic diseases, such as diabetes, coronary heart disease, cancer, and hypertension.  The project will also target important children’s issues such as teenage pregnancy and alcohol and drug abuse prevention.  The grant period begins on September 1, 2001, through August 31, 2002.

FINANCIAL:   The City of Laredo will receive  $3,222,093  in  funds for four programs of the City of Laredo Health Department.

#2   The Maternal and Child Health (MCH-Title V) Program provides, at a minimum, the following services to eligible women and children: prenatal care, postnatal care, family planning services (especially during the first 18 months postpartum), preventive child health services and case management.  The program will bill Title V or Medicaid for all Medicaid eligible services;  will ensure that all program income generated through Medicaid be used to expand and enhance women and children’s health services.  Included in this contract are funds in the amount of $48,000 for the Dental Health Services Division, which is part of the Title V entitlement.  This amount is included in the personnel line item.  The grant period begins on September 1, 2001, through August 31, 2002.

#3 This amendment to the contract pertains to the Women, Infants and ChildrenWIC” Program which provides health screening, nutrition education, counseling, supplemental food vouchers, nutrition education and immunizations at no cost to low income eligible residents who are pregnant, lactating, infants, and children to age five who are identified to be at nutritional risk.

 

This funding will reimburse the City for all staff, administrative overhead, utilities and other costs to operate the WIC Program.  The Program will distribute to eligible residents approximately $13,000,000  in federally funded food vouchers this fiscal year.  The grant period begins on October 1, 2001, through September 30, 2002.

# 4  The “Los Dos Laredos” Binational Health Council addresses health and environmental issues in the Laredo and the border area.  This grant by the Texas Department of Health provides support efforts to organize, coordinate and conduct eight (8) meetings and one (1) major conference in fiscal year 2001/2002.  The meetings will serve to develop a binational forum, with the goals of opening communication, identifying health issues of mutual concern, and developing a binational network to address concerns and binational initiatives.  Members of the council include the City of Laredo Health Department, TDH – Border Health Office in Laredo, Texas National Resource Commission, Mercy Regional Medical Center, Doctor’s Hospital, as well as the Secretaria de Salud in Nuevo Laredo, IMSS – the Instituto Mexicano del Seguro Social, ISSTE – Instituto de Seguridad Social y Servicios para los Trabajadores, the DIF – Departamento de Integraccion Familiar, and the U.S.-Mexico Border Health Association.  Interested persons from the community, public, private and other organizations that are concerned with health and the environment, and their binational counterparts also attend the meetings.

 

The meetings are scheduled on a monthly basis alternating between Laredo and Nuevo Laredo.  In addition to these meetings, an annual conference is conducted during this period.

 

The Environmental Health Division of the City of Laredo Health Department will conduct 300 environmental home assessments in colonias located in Webb County, City of El Cenizo and City of Rio Bravo.  These assessments will include home visits and complete environmental home assessment surveys to evaluate the homes for the following risks:  contamination from lead, dengue fever, unsafe drinking water, Hepatitis – A, Cholera, and pesticides.  The Texas Department of Health  (TDH) – Office of Border Health will conduct training prior to the commencement of the surveys.  In addition, the TDH will pay the City of Laredo Health Department an amount of  $20 per survey assessment not to exceed 300 survey assessments.

 

The grant period begins on September 1, 2001, through August 31, 2002.

             NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

Section 1:        The City Manager is hereby authorized to execute the contract and accept the grants and their provisions as set forth by the Texas Department of Health.

                       

Section 2:        The City of Laredo accepts funds in the amount of $3,222,093 in funds for four grants of the City of Laredo Health Department.

 

Section 3:        The City Manager is hereby authorized to accept additional funds from the Texas Department of Health in support of the activities funded by these grants.

 

Section 4:        Revenue line item 226-0000-323-4069 funded by the Texas Department of Health be increased from $0 to $70,233; 226-0000-323-4034 from $0 to $444,000; 226-0000-323-4047 from $0 to $48,000; 226-0000-323-4037 from $0 to $2,654,860; 226-0000-323-4075 from $0 to $5,000.

 

Section 5:        Expenditure line item 226-6050 be increased from $0 to $70,233; 226-6043 from $0 to $444,000; 226-6044 from $0 to $48,000; 226-6053 from $0 to $2,654,860; and 226-6056 from $0 to $5,000.

 

Section 6:        The City Manager is hereby authorized to make transfers within the budget as allowable under the General Provisions of the existing general contract with the Texas Department of Health to meet the necessary costs to accomplish the scope of work for the project.
