SUBJECT: FINAL READING ORDINANCE 2001 – O – 216 DESIGNATING
ONE-WAY ROAD SECTIONS TO INCLUDE: MAHER AVENUE NORTHBOUND FROM BUSTAMANTE
STREET TO HILLSIDE ROAD, THOMAS AVENUE SOUTHBOUND BETWEEN HILLSIDE ROAD AND

AVENUE, AND DAUGHERTY AVENUE SOUTHBOUND BETWEEN PAPPAS STREET AND BUSTAMANTE
STREET; PROVIDING FOR THE INSTALLATION OF APPROPRIATE SIGNS TO INDICATE
ONE-WAY TRAFFIC IN THE DESIGNATED DIRECTION AND PROVIDING FOR PUBLICATION AND

PREVIOUS COUNCIL ACTION: The City
Council approved Ordinance 2001 – O – 161, for the Airport Truck Route
Designation, on August 6, 2001. The
Introductory Ordinance for the one-way road sections was introduced on
September 4, 2001. |

BACKGROUND: In order to accommodate the new Airport Truck Route,
the sections of roadways described within the Airport Truck Route
documentation for Maher Avenue, Thomas Avenue, Pappas Street and Daugherty
Avenue will be converted to one-way road sections. The one-way conversion is necessary to provide the road width
required to accommodate tractor-trailer movements. Pavement marking and signing modifications will be
performed by the Traffic Dept. to properly establish the one-way designation
for the new truck route. Roadway
improvements to accommodate tractor-trailer turning movements will be
performed by Public Works. |

FINANCIAL IMPACT: Funding for signs and markings are available in the
Traffic Safety operating fund.

COMMITTEE RECOMMENDATION: Transportation and Traffic Safety Advisory Committee
recommends the introduction of this ordinance. |

ORDINANCE 2001 – O – 216
DESIGNATING ONE-WAY
ROAD SECTIONS FOR THE AIRPORT TRUCK ROUTE, TO INCLUDE: MAHER AVENUE NORTHBOUND
FROM BUSTAMANTE STREET TO HILLSIDE ROAD, THOMAS AVENUE SOUTHBOUND BETWEEN
HILLSIDE ROAD AND PAPPAS STREET, PAPPAS STREET WESTBOUND BETWEEN THOMAS AVENUE
AND DAUGHERTY AVENUE, AND DAUGHERTY AVENUE SOUTHBOUND BETWEEN PAPPAS STREET AND
BUSTAMANTE STREET; PROVIDING FOR THE INSTALLATION OF APPROPRIATE SIGNS TO
INDICATE ONE-WAY TRAFFIC IN THE DESIGNATED DIRECTION AND PROVIDING FOR
PUBLICATION AND EFFECTIVE DATE.
WHEREAS, these roadway sections are being converted to accommodate the new Airport Truck Route; and
WHEREAS, the one-way conversions are necessary to provide the necessary road width required by tractor-trailer movements; and
WHEREAS, the Traffic Safety Department, after proper analysis, has determined that the interest and safety of the citizens of Laredo will be improved by the designation of these sections of roadway; and
WHEREAS, the Transportation and Traffic Safety Advisory Committee of the City of Laredo approves the new Airport Truck Route; and
WHEREAS, the City Council of the City of Laredo is of the same opinion.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO THAT:
SECTION 1: The following sections of roadway are now designated as one-way sections: Maher Avenue northbound from Bustamante Street to Hillside Road, Thomas Avenue southbound between Hillside Road and Pappas Street, Pappas Street westbound between Thomas Avenue and Daugherty Avenue, and Daugherty Avenue southbound between Pappas Street and Bustamante Street;
SECTION 2: The installation and erection of appropriate signs giving notice thereof be and is hereby approved and authorized; and
AN
ORDINANCE DESIGNATING THOSE SECTIONS OF MAHER AVENUE THOMAS AVENUE, PAPPAS STREET AND DAUGHERTY AVENUE AS
ONE-WAY ROAD SECTIONS ACCORDING TO THE AIRPORT TRUCK ROUTE.
SECTION 3: The City Manager and the Traffic Safety Director be and are hereby authorized to take the necessary steps to carry out this ordinance; and
SECTION 4: This ordinance shall be published one time in an official newspaper in the City of Laredo and shall be in force and effect from and after the date of such publication.
