SUBJECT:   Final Reading of Ordinance 2003-O-085

Amending ordinance 88-O-006 of January 5, 1988 as amended by ordinance 89-O-131 of July 17, 1989 and Ordinance 97-O-148 of July 7, 1997, to create a Summer Fun Bus Pass fee for students at a rate of $19.95 for students ages 6-18 years old to provide unlimited rides on all El Metro buses during the Summer months from June 1, 2003 through August 31, 2003.

BACKGROUND:              

To increase the mobility of Laredo’s youth this summer, El Metro in conjunction with the Parks Department is proposing a Summer Fun Bus Pass for students ages 6-18 years of age. These passes would sell for $19.95 per person and would provide unlimited rides on all El Metro buses during the months of June, July and August.  A brochure will be provided showing the routes that serve popular destinations for youth including areas such as the skate parks, recreation centers, public pools, public library, theaters and the Boys and Girls Club.  In partnership with Parks and Recreation our goal is to get our city youth off the streets and into constructive summer activities.

 

Through planned promotions, we anticipate to motivate parents to buy passes for their children as an alternative means of transportation. Publicity of this program will be generated through poster and brochure distribution to schools, recreation centers, libraries, museums, theaters supermarkets and shopping centers. In addition, department employees will make personal presentations at many locations and advertise in the local media.

 

 

 

 

 

 

FINANCIAL IMPACT:

This summer bus pass promotion will create no additional costs to El Metro or the Parks Department. A local advertising company, Graphitiks, has proposed the design and printing of all related material such as passes, posters, brochures and design ads at their cost. In turn, they would be allowed to sell advertising on these items and keep those proceeds. There would be no additional costs to El Metro, as pass holders would use the existing bus service. This program is anticipated approximately 5,000 in revenues.

ORDINANCE NO. 2003-0-085

 

 

AMENDING ORDINANCE 88-0-006 OF JANUARY 5, 1988 AS AMENDED BY ORDINANCE 89-0-131 OF JULY 17, 1989 AND ORDINANCE 97-O-148 OF JULY 7, 1997 TO CREATE A SUMMER FUN BUS PASS FEE FOR STUDENTS AT A RATE OF $19.95 FOR STUDENTS AGES 6-18 YEARS OLD TO PROVIDE UNLIMITED RIDES ON ALL EL METRO BUSES DURING THE SUMMER MONTHS FROM JUNE 1, 2003 THROUGH AUGUST 31, 2003.

 

 

WHEREAS, the fare for Adults was last set by Ordinance 97-O-148 dated July 7, 1997 to increase from $0.60 to $0.75; and

 

WHEREAS, the fare for Student Ticket was last set by Ordinance 89-O-131 dated July 17, 1989 from $5.00 to $7.00; and

 

WHEREAS, a Summer Fun Bus Pass will be sold to students at a rate of 19.95; and

 

WHEREAS, the pass is for students ages 6-18 years old providing unlimited rides on all El Metro buses; and

 

WHEREAS, the pass will be available during the summer months starting June 1, 2003 through August 31, 2003; and

 

WHEREAS, the pass is non-transferable and non-refundable; and

 

WHEREAS, the pass remains the property of El Metro and can be retained by the Bus Operator if abused by the youth; and

 

WHEREAS, the City Council accepts this recommendation and approves  the Summer Fun Bus Pass to get our youth off the streets and do constructive activities during the summer; and

 

 

NOW, THEREFORE, BE IT ORDAINED BY CITY COUNCIL OF THE CITY OF LAREDO THAT:

 

 

Section 1.  Ordinance 88-O-066 of January 5, 1988, as amended by Ordinance 89-O-131 of July 17, 1989 and Ordinance 97-O-148 of July 7, 1997, which sets the Laredo Transit Management, Inc Fare Schedule, be and is hereby amended as follows:

 

 

         ADULTS…………………………………………………………….  $0.75

 

 

         PERSONS 62 OR OVER OR WITH DISABILITIES WITH

EL METRO IDENTIFICATION CARD

         PEAK HOURS which are 5:30 a.m. to 9:00 a.m.,

         and 3:00 p.m. to 6:00 p.m. on Mondays through Fridays……..      $0.10

 

         PERSONS 62 OR OVER OR WITH DISABILITIES WITH

EL METRO IDENTIFICATION CARD (Cost of $2.00)

         OFF-PEAK HOURS, SATURDAYS, SUNDAYS AND

         CHILDREN (over 5 and under 12 years of age)………………       $0.25
