BACKGROUND: 

The Transit Center Parking Facility offers convenient multilevel covered parking at reasonable rates.  It is staffed from 8am to 9pm Monday through Saturday and 8am to 5pm on Sundays.  Security is provided 24 hours a day and seven days a week. 

 

The ordinance would take effect 60 days after the date of its publication.

 

 

 

 

 

 

 

 

 

FINANCIAL IMPACT: 

Additional annual revenue generated from this action is estimated to be $22,320.

ORDINANCE 2003-O-118

 

AMENDING CHAPTER 19, ARTICLE XII. TRANSIT SYSTEM OF THE LAREDO CODE OF ORDINANCES, SPECIFICALLY DIVISION 4. TRANSIT CENTER, SECTION 19-601, PARKING RATES, BY INCREASING MONTHLY CONTRACT PARKING RATE FROM $40 TO $50; INCREASING THE REFUNDABLE KEY DEPOSIT FROM $10 TO $25, REPLACEMENT CHARGE FOR DAMAGED KEY FROM $10 TO $25; REDUCING THE ADVANCED PAYMENT DISCOUNT FROM $80 TO $50 FOR A LUMP SUM ANNUAL PAYMENT OF $550, AND PROVIDING FOR EFFECTIVE DATE AND PUBLICATION.

 

 

WHEREAS, the rates for the Transit Center Parking were established with Ordinance 97-0-108 dated June 16, 1997 and amended with Ordinance 99-0-024 on February 1, 1999 , and

 

WHEREAS, the ordinance was last revised on June 5, 2000 with Ordinance No. 2000-0-148, and 

 

WHEREAS, the City Council, after having received public input, accepts this recommendation and find the proposed rates to be in the best interest of the City; and

 

NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO, TEXAS:

 

Section 1.  Amendment

 

Amending Article XII. Transit System of the Laredo Code of Ordinances, specifically Division 4. Transit Center, Section 19-601, parking rates, by increasing monthly contract parking rate from $40 to $50; increasing the refundable key deposit from $10 to $25, replacement charge for damaged key from $10 to $25; reducing the advanced payment discount from $80 to $50 for a lump sum annual payment of $550.

 

 

ARTICLE XII. TRANSIT SYSTEM

 

DIVISION 4. TRANSIT CENTER

 

Sec. 19-601. Parking rates.

 

The rate of daily parking at the Laredo Transit Center, 1300 Farragut Street, Laredo, Texas, shall be seventy-five cents ($0.75) per hour, or portion thereof, subject to a daily maximum of six dollars ($6.00). The rate for overnight parking shall be ten dollars ($10.00) per night. The rate for monthly contract parking shall be forty dollars ($40.00) fifty dollars ($50.00). Twenty-five dollars ($25.00) shall be charged for the initial month of a contract if it begins on or after the sixteenth day of the month. Otherwise, no proration of the monthly rate shall apply at either the beginning or end of a contract term.

 

 

 

(b) In addition to the rate for contract parking, the following fees shall apply:

 

            Refundable key deposit                                     $10.00  $25.00

            Replacement charge for damaged key               $10.00  $25.00

            Replacement charge for lost key                                    $25.00

            Lost ticket charge of                                                     $10.00

 

Vehicles remaining in the parking garage 3 consecutive days over the time secured by a deposit will result in the vehicle being towed at the owner's expense.

 

C)  In addition to the rate for Parking Fees for City Employees, the following fees shall apply.

 

Contract parking between the City of Laredo and the Laredo Municipal Transit System for a monthly fee of $25.00 per City employee parking at the Transit Center.

 

The monthly fee for City of Laredo designated employees will be $25.00 per month.

 

Establishment of an exemption for all City Owned Vehicle parking at the Transit Center.

 

D)  In addition to the rate for parking fees for Special Events:

 

Establishment of temporary "Special Event" or promotional rates by the City Manager, subject to consultation with the Transit Committee General Manager of EL Metro.

 

E) Establishment of a Quarterly Rental Agreement for entities other than the City of Laredo:

 

Provide for quarterly non-cancelable multiple-space rental agreements payable in advance at current market rates, provided that such agreements are subject to City Council approval.

 

F) Park-n-Shop Program.

The Park-n-Shop program will allow downtown merchants to purchase a book of 50 coupons for fifty ($50.00), which entitles the holder of each ticket to three hours of free parking at the transit center garage.  (Any time over the three hours will be charged to the parking customer at the regular rate.

 

G) Advance Payment Discount Lease

The advance payment discount lease rate will be available to parking patrons who wish to pay the annual fee in advance for a discount of $80.00 $50.00.  The new annual parking charge is $400 $550 per space.  The discount rate of $400 $550 per space will be paid in advance, and if the lease is cancelled prior to the one-year completion the monthly rate will be computed at $40 $50 per month and any remaining balance will be refunded.  All other fees as stipulated in section 19-601 (b) will apply.

 

Section 2.  Publication and Effective Date

 

This ordinance shall become effective 60 days following the date of publication required pursuant to Section 2.09 of the City Charter
