SUBJECT:   FINAL READING ORDINANCE 2003-O-128

AMENDING SECTION 23-3 AND SECTION 23-5 OF CHAPTER 23 (PARKS AND RECREATION) OF THE CODE OF ORDINANCES OF THE CITY OF LAREDO TO ALLOW FOR RATE CHANGES IN PUBLIC SWIMMING POOL ADMISSION FEES FROM $0.50 TO $0.75 FOR CHILDREN AND FROM $0.75 TO $1.25 FOR ADULTS (AGES 13 AND OLDER), AND TO PROVIDE FOR THE ADDITION OF SECTION 23-6 FOR NEW RECREATIONAL FIELDS FACILITY FEES AND SECTION 23-7 FOR THE CREATION OF USER FEES FOR RECREATIONAL EQUIPMENT RENTALS; PROVIDING FOR PUBLICATION AND EFFECTIVE DATE. PREVIOUS COUNCIL ACTION:

City Council approved first reading of the proposed ordinance changes on May 19, 2003.

City Council approved the establishment of facility fees for the recreation centers through ordinance 96-165 in September 23, 1996 and pavilion rental fees in May 6, 1996.

BACKGROUND:              

 

The City of Laredo has not adjusted the facility rental fees in seven years and swimming pool fees have not been adjusted in eleven years to coincide with the higher cost of living.

 

The high cost of upkeep and maintenance of the park facilities continues to escalate with the high volume of visitors and the increase in population.

 

The additional revenues will aid the aging park facilities through added maintenance and installation of new amenities to benefit all Laredoans.

 

The Director of the Parks and Recreation Department recommends the adoption of the new fee structure and finds it fair and reasonable.

 

 

 

 

 

 

FINANCIAL IMPACT:

All revenues collected as a result of these ordinance changes will remain under General Fund.

ORDINANCE 2003-O-128

            WHEREAS, facility rental fees have not been adjusted in seven years and swimming pool fees have not been adjusted  in eleven years to coincide with the higher cost of living and are priced below standard; and

 

            WHEREAS, the Director of the Parks and Recreation Department and the Parks Board recommended the adoption of the new fee structure; and

 

            WHEREAS, the high cost of upkeep and maintenance of the park facilities continues to escalate with the high volume of visitors and the increase in the city’s population; and

 

            WHEREAS, the additional revenues will aid aging park facilities through added maintenance and installation of new amenities to the benefit of all Laredoans; and

 

            WHEREAS, City Council finds that said ordinance is fair and reasonable.

 

           

NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAREDO, TEXAS THAT:

 

Section 1:  Section 23-3 Public Swimming Pool Facility Fees and Section 23-5 Pavilion Rental Fees of Chapter 23, Parks and Recreation, City of Laredo Code of Ordinances, be amended to read as follows:

 

The following fees and charges at the city’s swimming pools be and are hereby authorized:

 

(1)        Public swimming:

            Daily entry fee

 

            Eighteen (18) years of age or younger ……………………..$0.50

            Children (12) years and younger …………………………...$0.75

            Nineteen (19) years of age or older…………………………$0.75

            Adults ages (13) and older ………………………………… $1.25

 

           

            Individual Season Passes

 

            Children (12) years of age and younger…………………….$25.00

            Adults (13) years and older ………………………………...$45.00

            (Including waterslide where available)

 

(2)        Water slide use, all ages ……………………………………$2.00

 

 

(3)        Public swimming lessons, children’s and adults sessions….$10.00

            Learn to swim ……………………………………………...$20.00 per session

            Lap swimming ……………………………………………..$15.00 per month

            Water Aerobics ………………………………………….....$20.00 per month

            Lifeguard Certification Classes ……………………………$150.00 per session

 

(4)        Private Parties:

 

            a.  At the civic center water slide, per hour, two hour minimum rental  50.00

                 three hour maximum rental…………………...................$100.00 per hour

 

                 Plus hourly salary for the necessary lifeguards.

 

            b.  At civic center pool (without use of water slide) and all other city

                 pools, (except Inner City Pool facilities) two hour time block

                 will have a per hour fee of ……………………… ……$60.00 per hour

                 with a three hour maximum rental

                

     Plus the hourly salary for the necessary lifeguards. Any hours over the

                 initial two (2) will be charged ten dollars($10.00) an hour plus the hourly

                 salary for the necessary lifeguards.

 

            c. The number of lifeguards deemed necessary will be determined by the

Director of the education   parks and recreation department based on state                         standards or higher. The pools will be available for private parties under a. or b. above, only during those hours outside of programming of the education parks and recreation department. At no time will pools be rented for commercial           ventures, nor will alcoholic beverages be permitted on the premises. Rentals    of pool facilities for special events shall be at the discretion of the                                     Director of Parks and Recreation with applicable fees, reimbursements and deposit rates.

 

 

 

 

 

Sec. 23-5 Pavilion rental fees.

 

            (a) The rental rate for the Thomas “Lite up Laredo” pavilion is established

                  at the following:

           

            (1) Twenty-fiver dollars($25.00) per five hour period, plus a twenty-five dollar

                  refundable deposit for damages or clean up.

                  Fifty dollars ($50.00) per hour, with a maximum charge of

One hundred fifty dollars ($150.00) for a 5 hour rental, plus a  

($50.00) deposit ($25.00 clean up deposit and $25.00 reservation fee).

           

            (b) The rental rate for the Del Mar Park Pavilion is established at the following:

 

            (1) Twenty-five dollars ($25.00) per five hour period, plus a twenty-five dollar                  refundable deposit for damages or clean up.

                 Fifty dollars ($50.00) per hour, with a maximum charge of

One hundred fifty dollars ($150.00) for a 5 hour rental, plus a fifty dollar   ($50.00) deposit ($25.00 clean up deposit and $25.00 reservation fee).

 

                 Rentals of all pavilions are between the hours of 7am to 10pm – daily.
