PREVIOUS COUNCIL ACTION: On
November 1, 1999, Council held public hearing introducing ordinance and
instructed staff to proceed with final reading. |

BACKGROUND: The Texas Department of
Health has contracted with the City of Laredo to provide public health
services to residents of Laredo and Webb County and other areas as
appropriate through the City of Laredo Health Department. The HIV/AIDS Prevention
and Education Project will conduct prevention activities to help prevent
infection and reduce the transmission of human immunodeficiency
virus/acquired immunodeficiency syndrome (HIV/AIDS). Project activities and materials shall be
appropriate to the target populations.
Referral activities will include STD screening and treatment;
tuberculosis (TB) testing and treatment; substance abuse assessment,
counseling and treatment; family planning services; prenatal services
including treatment to reduce maternal transmission of HIV; ongoing HIV
prevention counseling; prevention case management; and early medical
intervention for HIV infection. Prevention activities under this scope of
work include quality assurance activities, referral activities, Prevention,
Counseling and Partner Elicitation (PCPE), and Health Education and Risk
Reduction (HERR). The project will also
serve qualifying residents in the Jim Hogg, Starr, Webb and Zapata Counties. BUDGET

APPROVAL OF A CONTRACT WITH THE TEXAS DEPARTMENT OF HEALTH AND BUDGET
IN THE AMOUNT OF $149,000 FOR THE HIV/AIDS PREVENTION AND EDUCATION PROJECT OF
THE CITY OF LAREDO HEALTH DEPARTMENT FOR THE PERIOD BEGINNING JANUARY 1, 2000,
THROUGH DECEMBER 31, 2000; AND INCREASE REVENUE LINE ITEM 226-0000-323-4043
FROM $0 TO $149,000, AND EXPENDITURE LINE ITEM 226-6016 FROM $0 TO $149,000.
WHEREAS, the Texas Department of
Health (TDH) is contracting with the City of Laredo to provide public health
services to residents of Laredo and Webb County and other areas as appropriate
through the City of Laredo Health Department, and

WHEREAS, the

NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
LAREDO THAT:
Section 1: Revenue
line item 226-0000-323-4046 funded by the Texas Department of Health be
increased from $0 to $149,000.
Section 2: Expenditure line item 226-6016 be increased from $0 to
$149,000.
Section 3: The City Manager is hereby authorized and directed to execute
the
contract with the Texas
Department of Health.
Section 4: The City Manager is hereby
authorized to make transfers within the
budget as allowable under
the General Provisions of the existing general
contract with the Texas Department of Health to meet the
necessary costs to accomplish
the scope of work for the project.
