Public hearing introductory ordinance amending the City of
Laredo Health Department Fiscal Year 2007-2008 annual budget by appropriating
revenues and expenditures in the amount of $31,349.00 from the Texas
Department of State Health Services and an estimated $4,167.00 in program
income for continuation of the Health Department Maternal and Well Child Early
Detection Health (MCH-Title V) and Dental Program to provide preventive care
for the underserved, uninsured and medically indigent for the term beginning
September 1, 2008 through August 31, 2009. 2.
Public hearing introductory ordinance amending the City of
Laredo Health Department Fiscal Year 2007-2008 annual budget by appropriating
revenues and expenditures in the amount of $137,677.00 from the South Texas Development
Council through funding from the Texas Department of State Health Services
for the continuation of the Health Department HIV/Health & Social
Services, term from September 1, 2008 through August 31, 2009. 3.
Public hearing introductory ordinance amending the City of
Laredo Health Department Fiscal Year 2007-2008 annual budget by appropriating
revenues and expenditures in the amount of $90,811.00 in funds for
continuation of prenatal care services, women’s health and well child early
detection prevention care for the medically indigent, undeserved and
uninsured by the Health Department Maternal Child Health (MCH-Title V)
Program for the period beginning September 1, 2008 through August 31, 2009. 4.
Public hearing and introductory ordinance authorizing
City Manager to accept a grant adjustment in the amount of $75,000.00 from
the Office of the Governor, the Division of Emergency Management (GDEM) and
to increase the City of Laredo FY 2007-2008 Special Police Fund Annual Budget
is for the amount of $75,000.00 for a total grant award of $175,000.00. The Office of the Governor, the Division of
Emergency Management has made a project grant available in order to organize
and deploy state agency and local government law enforcement personnel and
equipment to participate in a project to enhance border security along the
Texas-Mexico border. Funds will be
used to pay overtime, fringe benefits and operational expenses from February
15, 2008 through August 15, 2009. 5.
Public hearing and introductory ordinance
amending the City of Laredo Fiscal Year 2007-2008 Airport Construction budget
to recognize additional revenues from a grant received from the Federal
Aviation Administration Airport Improvement Program being Grant Project No.
3-48-0136-54-08 in the amount of $390,964.00 to rehabilitate Runway 17R/35L
(Engineering Only) and Acquire Land for Development at the Laredo
International Airport and appropriating said grant revenue and local match to
the appropriate expenditure accounts and authorizing said grant revenue and
local match to the appropriate expenditures accounts and authorizing the City
Manager to implement said budget amendment.
The City’s local match of five (5) percent in the amount $20,577.00 is
available through the land purchased in Fiscal Year 2006 (Rash Tract);

Manufactured Housing District). The

of Laredo, Webb County, Texas and being described on attached Exhibit A and

FINAL READING OF ORDINANCES 15. 2008-O-182
Providing
for the adoption of a tax rate of $0.637000 per $100.00 value with a
Maintenance and Operation Rate of $0.512737 per $100.00 value and a Interest
and Sinking Fund Rate of $0.124263 per $100.00 value for the levy and the
collection of General and Special Ad Valorem taxes for the City of Laredo for
Tax Year 2008 and Fiscal Year 2008-2009. 2008-O-183
Adopting the proposed Annual Budget for fiscal year 2008-2009 by appropriating the
proposed revenues, expenditures and balances reported therein for the year
beginning October 1, 2008 and ending September 30, 2009, consistent with the
financial plan described in said Annual Budget (see Exhibit A) and amendments
as made at introduction of budget ordinance (see Exhibit B) and authorizing
the City Manager to implement said Annual Budget (as amended). 2008-O-184 Amending
the City of Laredo’s Fiscal Year 2007-2008 General Fund Annual Budget to
appropriate revenues and expenditures in the amount of $125,000.00 for
attorney fees paid to De Anda Law Firm due to increased collections in
delinquent property taxes. The
expenditures of attorney fees will only be incurred and disbursed if the
revenue is collected by Tax Department. 2008-O-185 Amending
the City of Laredo Health Department Fiscal Year 2007-2008 Annual Budget by
appropriating revenues and expenditures in the amount of $56,671.00, funds
from the Texas Department of State Health for continuation of the Health
Department Title V Family Planning Services for the term from September 1,
2008 through August 31, 2009. 2008-O-186 Amending
the Zoning Ordinance (Map) of the City of Laredo by authorizing a Conditional
Use Permit for a minor repair garage on the north 1/3 of Lots 1 and 2, Block

RESOLUTIONS 16. 2008-R-110 Adopting the 2009-2013 Capital
Improvement Program of the City of Laredo. 17. 2008-R-111 Authorizing the City Manager to enter into
and execute a memorandum of agreement attached hereto as Exhibit A, between
the Regional Organized Crime Information Center (ROCIC) and the Laredo Police
Department to assure that all criminal intelligence systems utilized from the
ROCIC database are utilized in conformance with the privacy and
constitutional rights of individuals. 18. 2008-R-112 Authorizing the City Manager to enter
into and execute a cooperative agreement attached hereto as Exhibit A,
between the Children’s Advocacy Center and the Laredo Police Department for
the purpose of investigating allegations of child abuse, gather and preserve
evidence, and to help reduce the traumatic effect of the investigative
process upon child victims of abuse with the proper coordination of services
from the Children’s Advocacy Center. 19. 2008-R-113 Accepting a grant in the amount of $40,000.00 from the Texas
Department of Transportation for performance of the Commercial Motor Vehicle
Selective Traffic Enforcement Program from October 1, 2008 through September
30, 2009. This grant is for overtime
salaries. The City of Laredo will
match with $10,540.00 for fringe benefits. 20. 2008-R-114 Accepting a grant in the amount of
$99,806.00 from the Texas Department of Transportation for enforcement of
Comprehensive Selective Traffic Enforcement Program. The grant period will begin October 1, 2008
and runs through September 30, 2009.
This grant is for overtime salaries.
The City of Laredo will match with $26,136.00 for fringe benefits. XI.
MOTIONS 21.
Authorizing the City Manager to enter into a
contract with Blue Cross and Blue Shield of Texas and Pay Flex to provide
Third Party Administration to include administrative services only,
Utilization Review Services, Medical Network Services, Stop-Loss Insurance,
Prescription Benefit Management Services, COBRA/HIPAA Administration,
Flexible Spending Account Administration, Disease Management, and other
related services for a period of one (1) year, with an option to renew for up
to two (2) additional one-year (1) terms, subject to satisfactory performance
evaluations; said option to renew is to be approved by the City Council no
later than ninety (90) days prior to the anniversary date of October 1, 2009
and October 1, 2010; the effective date will be October 1, 2008. Funding is available in the Health and
Benefits Fund. 22.
Authorizing the City Manager to execute an
agreement with David Cruz, M.D. in which the physician provides medical
services to City employees through the Employee Health and Wellness
Division. The term is for two (2)
years with a two-year renewal option exercisable by the City, with no
increase in cost and an annual cost not to exceed $25,000.00. Funding is available in the Health Benefits
Fund/Employee Health Division budget. 23. Authorizing
the City Manager to execute an agreement with Doctors Hospital of Laredo, to
provide Sexual Assault Nurse Examiners who will tender services on an as
needed basis, for the collection of evidence and courtroom testimony for
cases involving sexual assault victims in an annual amount not to exceed
$55,000.00, beginning June 1, 2007 to September 30, 2009. This agreement also enables the City of
Laredo to be reimbursed expenses incurred to date of approximately
$47,000.00, by the Crime Victim’s Compensation Program of the Office of the
Attorney General, for those costs associated with forensic sexual assault
examination of victims since June 1, 2007 to the present. This agreement will allow the City to
continue reviewing future cases individually for additional reimbursements by
the Office of the Attorney General Crime Victim’s Compensation Program. 24. Awarding
a contract to INX, Inc., Austin, Texas, Dell, Inc., Roundrock, Texas and SHI
Government Solutions, Austin, Texas, in the amount of $181,924.51 for the
Utilities Information Services Improvements Project. The Utilities Department is utilizing
contract pricing from the State of Texas Department of Information Resources
(DIR) contract awarded to INX, Dell, Inc., and SHI Government Solutions. The project consists of acquiring a SAN (storage
area network) and Windows 2003 Active Directory for the Utilities
Department’s Network. Funding is
available in the Waterworks Construction Fund. 25. Approving
monthly adjustments to the tax roll.
The amounts to be adjusted for the month of August 2008, represents a
decrease of $43.41. These adjustments
are determined by the Webb County Appraisal District and by court orders. 26. Consideration
to authorize the City Manager to negotiate and execute contracts with U.S.
and Mexican print, billboard, and electronic media vendors listed in the
enclosed attachment CVB Fiscal Year 2008-2009 Draft Media Plan. These services are needed in the interim
during the process of hiring an agency for the U.S. market. ·
Estimate Mexico market buys: $310,000.00 · Estimate U.S. short term market
buys: $160,000.00 Media plan advertisements for the
Laredo Convention & Visitors Bureau will be placed beginning October 2008
through January 2009 in the U.S. market, with the expectation that an advertising
agency will consult and provide direction for further ad placement; in an
amount not to exceed $470,000.00. Funding
is subject to approval of future appropriations in the Laredo Convention and
Visitors Bureau FY 2008-2009 budget. 27. Consideration to authorize the City Manager to place work
orders with several creative service providers during Fiscal Year 2008-2009
for the design and production of advertisements and marketing images to
promote Laredo. These professional
services are needed in the interim during the process of hiring an agency. · Estimate Mexico production costs:
$8,000.00 · Estimate U.S. (marketing/advertising
firm) costs: $36,000.00 · Estimate of other project
costs: $15,400.00 The total amount is not to exceed $59,400.00 and funding
is subject to approval of future appropriations in the Laredo Convention and
Visitors Bureau FY 2008-2009 budget. 28. Consideration
to authorize the City Manager to execute a contract with Laredo Morning Times
(LMT) who will design, produce, sell advertising and print the 2009 Laredo
Visitors Guide. LMT will print, at no
cost to the City of Laredo, 130,000 copies of the guide which is an 80-84
page full color magazine featuring “Los Dos Laredos”. The guide will be produced under the
direction of the Laredo Convention & Visitors Bureau relative to style,
design, and editorial content. 29. Consideration
for approval of change order no. 1 an increase of $6,187.00 for the balance
of quantities actually constructed in place, acceptance of the widening of
the Bartlett and Saunders intersection, release of retainage, and approval of
final payment in the amount of $42,230.80 to ALC Construction, LLC, Laredo,
Texas. Final construction contract
amount is $110,152.00. Funding is available
in the Transit 2004 Contractual Obligation Bond Proceeds-Project #TRSAUN. 30. Authorizing
the City Manager to approve payment from the City’s Arena Renewal and
Replacement Account for the purchase of a garbage disposal replacement, ice
making equipment and dasher system, stage decks, clear com headsets and belt
packs and viewfinders and lens extenders for cameras in a total amount not to
exceed $42,000.00. Funding is
available under the Sports and Community Venue Fund in the renewal and
replacement account. 31. Consideration
for approval of amendment No. 3 an increase $53,400.00 to the professional
services contract with Puig Engineering Company, Laredo, Texas, for the
Flecha Lane Drainage Improvements Project to provide a drainage study
downstream of Flecha Lane. The scope
of the services includes the drainage assessments, required easement surveys,
required permits from the state and federal agencies. The total contract amount with this
amendment is $154,400.00. Funding is
available in the 2007 Contractual Obligation Bond Proceeds. 32.
Consideration to exercise the renewal option for contract FY08-024
awarded to Camino Agave, Laredo, Texas, in the estimated amount of
$455,000.00 for the hauling of approximately 130,000 tons of dirt from the
construction site of the Upper Zacate Creek detention pond to the City’s
Solid Waste Facility. The Solid Waste
Department will use this fill dirt to cover the landfill cells on a weekly
basis in accordance to Texas Commission of Environmental Quality (TCEQ)
requirements. Funding
is available in the Solid Waste Department Fund. 33. Consideration
to award contract FY08-111 to the following: 1)
North Park Lincoln Mercury, San Antonio, TX in the estimated amount of
$90,000.00; 2)
Sames Motor Co., Laredo, TX in the estimated amount of $20,000.00 for the
purchase of Ford Original Equipment Manufacturer (OEM) captive parts for the
Fleet Department. This
contract establishes discount percentage pricing for the purchase of
automotive replacement parts for the Fleet Department. All parts will
be secured on an as needed basis and funding is available in the Fleet
Management budget. 34. Consideration to
authorize a contract with Vector Concepts, Inc. Irving, Texas, through the
BuyBoard Cooperative Purchasing Program’s contract pricing, in the total
amount of $142,769.58, for the purchase and installation of two gym floors
and two weight room floors at four (4) City recreation centers. Funding is
available from the 2008 Certificates of Obligation Bond Proceeds. 35.
Consideration to award a
contract to Motorola, in the total amount of $127,040.05, through the
Houston-Galveston Area Council of Governments (H-GAC) cooperative contract
pricing, for the purchase and installation of consoles for the Police
Department’s 9-1-1 dispatch center. Funding is available in the Police
Fund budget from the State of Texas 9-1-1 allocations. 36.
Approval of a contract with
Miller & Van Eaton, P.L.L.C. to advise the city on telecommunications and
cable issues and transactions as requested by the City of Laredo from time to
time. The contract term for this
engagement is two (2) years beginning October 1, 2008 and ending September
30, 2010; not to exceed $55,000.00 per fiscal year. Funding is subject to availability in Fiscal
Year 2009-2010. 37.
Motion to award a
professional services contract to Garza, Martinez & Company, Certified
Public Accountants for a period of two (2) years in the amount not to exceed
$74,000.00 for each fiscal year in order to provide audit services for fiscal
year ending September 30, 2008 and fiscal year ending September 30, 2009. Audit fees will be allocated to the professional
services line item among the different funds to be audited. This contract is subject to future budget
appropriations. 38.
Consideration to award contract FY08-110, to
the low bidder, C.W. Tenorio Security Inc., Laredo, Texas, in the
estimated annual amount of $394,030.00 for providing security guard services
for city departments. The contract
will be for a period of two (2) years subject to continued appropriation in
future fiscal years. Funding is available in the respective departmental budgets. 39.
Ratifying the emergency authorization to
contract Ellis and Ellis, Inc. in an amount not to exceed $100,000.00 for the
repair of a manhole collapse on the 30” collector at Canal Street. Funding is
available from the Utilities Department Bond Series 2007 Sewer Rehabilitation
and Contingency Sewer Break Account. 40.
Consideration to renew contract FY07-122 awarded to: a. G&K Services, San Antonio, Texas in
the estimated annual amount of $17,039.00; b. Cintas, Corpus Christi, Texas in the
estimated annual amount of $33,921.52; c. Authorize a one (1) year contract with VF
Imagewear, Inc., Houston, Texas in the amount of $50,000.00, through the
TXMAS cooperative purchasing program; for
the purchase of industrial uniforms for various departments of the City.
Funding is available in the various department budgets. 41.
Consideration to award a
contract for concessionaire services at the Laredo Civic Center Complex to
Alejandro Alvarez d/b/a Cindy’s Catering Services for a period of two (2)
years with an option to renew the contract for two (2) additional years. The agreement is expected to provide
monthly revenues based on 20% of gross receipts. 42.
Consideration to reject
all bids received for FY08-108 Food & Beverage Concession Downtown/Central
Business District and approval to re-bid in order to include additional
vending locations currently not listed in bid FY08-108. XII.

with possible action on restricting and/or prohibiting the use of cell phones

into executive session at any time during this public meeting, if such is
requested by the City Attorney or other legal counsel for the City, pursuant to
his or her duty under Section 551.071(2) of the Government Code, to consult
privately with his or her client on an item on the agenda, or on a matter
arising out of such item. 44.
Request for executive session pursuant to Texas Government Code
Section 551.071(1)(A) to consult with
attorney on the pending eminent domain case of City of Laredo v. Luis Montano, et
al., Cause No. 2008CVQ00134D1, in the 49th District Court,
Webb County, Texas; and return to open

RECESS AS THE LAREDO CITY COUNCIL AND
CONVENE AS THE LAREDO MUNICIPAL HOUSING 45. Consideration to authorize an
award of contract to Pecos Fence, San Antonio, TX in the estimated amount of
$185,917.79 for the turnkey installation of chain link fencing to include all
materials and labor needed for approximately 16,000 linear feet of fencing at
the Jose Flores Municipal Housing complex.
Funding is available in the Laredo Municipal Housing Corporation
