1. 2008-R-115 Supporting and authorizing the City of Laredo’s participation in the South Texas Development Council, and authorizing payment of the City of Laredo’s assessed membership dues in the amount of $45,106.80 for the period October 1, 2008 to September 30, 2009.

IV. MOTIONS

2. Approving the property tax revenue increase reflected in the Fiscal Year 2009 budget as required by the Texas Local Government Code, Section 102.007 said increase being $5,444,937.00 or 9.39%. This additional amount is due entirely to increases in property tax valuations and new property added to the tax roll and NOT to any increase of the current tax rate of $.637000.

3. Authorizing the approval of the design of the Buenos Aires Community Center, a joint development project between the City of Laredo and Webb County, (Commissioner Jerry Garza). The existing Interlocal Agreement allows for the review and approval of the design plans prior to initiation of construction. Design of the facility is being produced by FQR Architects.

VI. EXECUTIVE SESSION

The City Council hereby reserves the right to go into executive session at any time during this public meeting, if such is requested by the City Attorney or other legal counsel for the City, pursuant to his or her duty under Section 551.071(2) of the Government Code, to consult privately with his or her client on an item on the agenda, or on a matter arising out of such item.

4. Request for Request for Executive Session pursuant to Texas Government Code Section 551.071(1)(A) to consult with City Attorney regarding pending litigation in the case styled Shustring Productions, Inc.dba LareDos Publishing v. Raul Salinas and City of Laredo, Case No. 5:08-cv-00120, in the United States District Court for the Southern District of Texas, Laredo Division; and return to open session for possible action.
