       2. 97-O-046  Ordinance authorizing the City Manager to execute a lease
                    with the State of Texas General Services Commission on
                    behalf of University of Texas Health Science Center at San
                    Antonio for 317 square feet of office space at the City of
                    Laredo Health Complex located at 2600 Cedar St.
                    1) Lease term will be from December 1, 1996, through August
                       31, 1997,
                    2) Monthly rental cost of $335.88 which includes the cost
                       of utilities and janitorial services.  (City Council)

       3. 97-O-047  Authorizing the granting of an access and utility easement
                    over, upon and across a 0.25 acre tract of land located in
                    Porcion 24, Laredo, Webb County, Texas as conveyed to the
                    City of Laredo in Volume 427, page 390, Webb County deed
                    records to LAR-TEX Telephone Company, Inc., for a term of
                    15 years, for the purposes of providing telephone service
                    and electrical power to their leased premises at the City
                    of Laredo Water Tower Site on Mines Road; and authorizing
                    the City Manager to execute said easement effectuating
                    same, 0.25 acre tract is more particularly described by
                    metes and bounds. (City Council) 4. 97-O-048  Approving
                    license, NOAA License Number 97-ABF-201 for real property
                    at the Laredo International Airport between the City of
                    Laredo, as Grantor and the United States of America, acting
                    thru the U.S.  Department of Commerce, National Oceanic and
                    Atmospheric Administration, as Grantee.  The proposed
                    license is for the installation, operation, maintenance,
                    repair, replacement and removal of an Automated Surface
                    Observing System (ASOS) equipment at the airport at the
                    sole cost and expense of the government.  The license is
                    effective beginning February 28, 1997 for a period of 15
                    years unless terminated earlier by mutual agreement.
                    Authorizing the City Manager to execute said license with
                    the government.  (City Council)

       5. 97-O-049  Ordinance approving an amendment to the contract with the
                    Texas Department of Health and budget in the amount of
                    $125,730.00 for the Immunization Action Plan Project of the
                    City of Laredo Health Department for the period beginning
                    January 1, 1997, through December 31, 1997; and increasing
                    revenue line item 226-0000-323-4056 from $0 to $125,730.00,
                    and expenditure line item 226-6058 from $0 to $125,730.00.

       6. 97-O-050  Ordinance amending the City of Laredo's 1996-1997 annual
                    budget by increasing estimated revenues and appropriations
                    in the general fund by $5,000.00 and authorizing the
                    Interim City Manager to implement said budget, providing
                    for publication and effective date.  (City Council)

       7. 97-O-051  Ordinance amending the City of Laredo Annual Budget for
                    fiscal year 1996-1997 for mineral leases fund to account
                    for the drilling and special use permits fees. Increasing
                    drilling permits fees by $4,000.00, special use fees by
                    $400.00 and reserve appropriations by $4,400.00.

   V.  RESOLUTIONS

       8. 97-R-023  Authorizing the City Manager of the City of Laredo to
                    accept an allocation from the Texas Historical Commission's
                    Certified Local Government Program in the amount of $5,350
                    and authorizing the City Manager to execute the necessary
                    documents. These monies will help fund the production of a
                    bilingual guide to historic sites in Los Dos Laredos.

       9. 97-R-024  Adopting a ten year moratorium against future sale of
                    non-aeronautical use land at the Laredo International
                    Airport.  The Federal Aviation Administration as a condi-
                    tion to granting concurrence to the proposed public sale of
                    an approximate 6.0 acre tract of land is requiring that the
                    City formally adopt said Moratorium.  The subject approxi-
                    mate 6.0 acre tract of land is bounded by Saunders Hwy. 59
                    on the south, Bartlett on the east, San Pedro on the north
                    and Mercy Regional Medical Center on the west side.

  VI.  MOTIONS

      10. Approval of a construction contract to the Low Bidder, Big D Lining
          Systems Company, Midland, Texas, in the amount of $499,199.27 for the
          Construction of Cells No. 7 and No. 8 at the Laredo Landfill as per
          Subtitle D Requirements of the Texas Natural Resource Conservation
          Commission (TNRCC) for the City of Laredo Landfill located on Texas
          Highway 359.  A total of five bids were received for this service.
          Funding is available in the Landfill Fund.

      11. Declaring an emergency and authorizing the repair of the Zacate Creek
          Wastewater Treatment Plant trickling filter as a result of damages
          caused by erosion of the feed pipe, and to repair the pump wetwell
          which is an integral part of the filter operation, as a result of
          damages caused by corrosion of the concrete from sewer gases. The
          cost of the repair is $131,049.00, and will be done by Reddy
          Engineers and Contractors, who are presently constructing the
          Southside Wastewater Treatment Plant expansion and are ready for
          immediate action.  The repair has to be done urgently to avoid
          damages to the environment and possible fines from the Texas Natural
          Resource Conservation Commission (TNRCC) and the U.S. Environmental
          Protection Agency (EPA).

VII.  CITY COUNCIL DISCUSSION AND PRESENTATION

      12. Discussion and possible action regarding possible partial settlement
          agreement in Cause No. C-95-00259-02 styled Jacaman Investment Group,
          LTD., John S. Jacaman Cattle Company, LTD., John Jacaman and Laura
          Jacaman Sanchez v. City of Laredo, with possible Executive Session
          for consultation with attorney pursuant to Section 551.071 (1), (A) &
          (B) of the Texas Government Code.

      14. Public hearing concerning the application by Felix De Leon, amending
          the zoning ordinance (map) of the City of Laredo by rezoning Lots 2,
          3, & 4, Block 1005, Eastern Division, located at 1800 Ligarde, from
          B-1 (Limited Business District) to B-3 (Community Business District).
          The Planning and Zoning Commission recommended approval of this zone
          change.

          Santa Fe Development, L.C., amending the zoning ordinance (Map) of
          the City of Laredo by rezoning 18.77 acres out of Porcion 36,
          Abstract 473, as further described by metes and bounds, located west
          of US 83 and north of Canones Boulevard, from AG (Agricultural
          District) and R-3 (Mixed Residential District) to R-1-MH (Single
          Family Manufactured Housing District). The Planning and Zoning
          Commission recommended approval of this zone change.

                          INTRODUCTION OF AN ORDINANCE
          Ordinance amending the Zoning Ordinance (Map) of the City of Laredo
          by rezoning 18.77 acres out of Porcion 36, Abstract 473, as further
          described by metes and bounds located west of US 83 and north of
          Canones Boulevard from AG (Agricultural District) and R-3 (Mixed
          Residential District) to R-1-MH (Single Family Manufactured Housing
          District).

      16. Public hearing concerning the application by Tony Aguilera,
          authorizing the issuance of a Special Use Permit for sand and gravel
          sales/storage, on Lot 1, Block 1, Northeast Complex, located at 1319
          Muller Road. The Planning and Zoning Commission recommended approval
          of this Special Use Permit.

          Ordinance authorizing the issuance of a Special Use Permit for sand
          and gravel sales/storage, on Lot 1, Block 1, Northeast Complex,
          located at 1319 Muller Road.

      17. Public hearing concerning the application by Richard R. Garcia and
          Heirloom Investment, L.C., amending the zoning ordinance (map) of the
          City of Laredo by rezoning Lots 3 thru 8, Block 2012, Lots 7 and 8,
          Block 1941, Eastern Division, and 29,278.18 sq. ft.  of closed public
          R.O.W. formerly known as Laredo Street, located at the northwest
          corner of Ejido Avenue and Laredo Street, from R-3 (Mixed Residential

          the application by Hugo and Leticia Seca and Jesus and Maria Canales,
          amending the Zoning Ordinance (Map) of the City of Laredo by rezoning
          Lots 7C and 8C, Block 87, Eastern Division, located at the northeast
          corner of Monterrey Avenue and Rosario Street, from R-3 (Mixed Resi-
          dential District) to M-1 (Light Manufacturing District). The Planning

          Calle Del Norte.  The Planning and Zoning Commission recommended
          approval of this conditional use permit.

          Road South, from B-3 (Community Business District) to B-4 (Highway
          Commercial District).  The Planning and Zoning Commission recommended
          approval of this zone change.

          District) to B-4 (Highway Commercial District).  The Planning and
          Zoning Commission recommended approval of this zone change.

      22. Public hearing concerning the application by George Quesada and
          Gateway Transfer Co., Inc., to authorize the issuance of a
          Conditional Use Permit for a commercial truck parking lot on Lots 5
          and 7, Block 257, Western Division, located at the southwest corner
          of Santa Cleotilde Avenue and Benavides Street. The Planning and
          Zoning Commission recommended denial of this temporary conditional
          use permit.
