††††††††††† With all present, Mayor Elizabeth G. Flores called the meeting to order.†
Mayor Flores read a statement on behalf of the citizens of Laredo on the passing of President Ronald Reagan.†
ďToday we stop to remember and mourn the passing of Ronald Reagan, our 40th President, a man who believed in the ideals and spirit of America.† President Reaganís courage tore down walls of oppression and instead, built circles of trust, in this country and around the world.† He strongly stood by his convictions, gracefully imparted his wisdom and always let his faith and humor help guide his decisions.† President Reagan renewed the countryís optimism, restored the nationís patriotism and he always believed that the best for America was yet to come.
Today America is stronger.† President Reaganís words and leadership shaped our country, and helped make the world a little smaller.† The country respected his greatness and loved his goodness.† But more importantly, we all admire and remember President Reagan who loved America.†
Today we bury a great American leader.†
On behalf of the citizens of the City of Laredo, I express our heartfelt condolences and prayers to President Reaganís family and to this country as we mourn him.† Que en paz descanse.Ē†
†II.††† PLEDGE OF ALLEGIANCE
††††††††††† Mayor Flores led in the Pledge of Allegiance.†
1. Consideration to approve the selection of a general contractor who has provided the best value proposal for the City of Laredo Bridge of the Americas Modification Project (El Portal); authorize the City Manager and staff to enter into contract negotiations with a general contractor and return to City Council at later date for an award of contract; and authorize the City Manager and staff to negotiate with the second best value contractor, should negotiations with the best value contractor fail.
Competitive sealed proposals were received on May 25, 2004.† Proposals were received from:
∑ Leyendecker Construction (Laredo, Texas)
∑ Marshall Company, Ltd. (Corpus Christi, Texas)
∑ Satterfield & Pontikes (Houston, Texas)
The proposed Bridge of the Americas Modification Project is located in downtown Laredo along Water Street between Convent and Santa Maria Streets with parking lot improvements south of Water Street.†† The project also includes, but is not limited to, site and building demolition, new bridge administration building, pedestrian bridge crossing, Water Street park pavilion building, outbound inspection station, and market center building.† Site improvements include, but are not limited to, a new off-site sanitary sewer line, on-site outdoor lighting, utility improvements, sidewalk, ramp, plaza paving, road improvements, landscape/irrigation improvements, and retaining wall modifications.† Also included in the project is the procurement and installation of special traffic control equipment.
††††††††††††††††† George Pontikes, President of Satterfield & Pontikes, stated that the company is a regional contractor that does work throughout the state of Texas.† He emphasized that Satterfield & Pontikes would like this project for the City of Laredo.† He added that there is a strong local presence of Satterfield & Pontikes and he pointed out that they just completed the LCC South Campus.† He stated that their proposal would save the City $341,000.00 based on the alternates that were recommended in the proposal.† In addition, they are proposing to complete the job in 16 months rather than 18 months with no additional cost to the City.† He added that Satterfield & Pontikes would deliver the job before Thanksgiving, 2005 before the shopping season begins.
††††††††††††††††† Donato Ramos, representing Leyendecker Construction, stated that they are requesting that they be allowed to enter into negotiations with the City.† He mentioned that the issue of $341,000.00 savings can be addressed at a future date along with the second issue of the completion time of 16 months.† He emphasized that this meeting today is not a procedure whereby the contract will be awarded but merely the step to begin with the contract negotiations.† He mentioned that Leyendecker Construction recently completed the Lamar Bruni Vergara Inner City Park.
††††††††††††††††† Larry Dovalina, City Manager, reported that this is the first time that the City has done the competitive sealed process.† He stated that he formed a committee of city staff along with consultants to do the scoring and carry out the process by which the selection was made.† The lead on the committee was Cynthia Collazo, Deputy City Manager, together with Rogelio Rivera, City Engineer; Gabriel Martinez, lead engineer at Engineering Department; Keith Selman, City Planner; Rosario Cabello, Finance Director; Rafael Garcia, Bridge Director; Mario Maldonado, Asst. Bridge Director; Jose Escamilla, Bridge Superintendent, and Jo Emma Sherfey, Sherfey Engineering.† The consultants on the project are:† Frank Rotnofsky, Frank Architects; Viviana Frank, Frank Architects; and Kent Neimann, Pfluger and Associates.†† He mentioned that Frank Rotnofsky was prepared to give a description of the bidding process and Mrs. Collazo was prepared to explain the rankings as they were ascertained in the process.† He stated that the score is composed of the questions answered on the forms and staff went ahead and asked for certain information obtained from each contractor.† He added that the fact that the scores are close indicate how diligent staff was in obtaining the appropriate information during the process.†
Motion to approve the selection of a general contractor who has provided the best value proposal for the City of Laredo Bridge of the Americas Modification Project, El Portal, and authorize the City Manager and staff to enter into contract negotiations with Leyendecker Construction Company.†
