SUMMARY- 2000 UNIFIED PLANNING WORK PROGRAM (UPWP)

The Laredo Metropolitan Planning Organization (MPO) Provides continuous, cooperative and comprehensive transportation planning for the Laredo Area as required by the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the Transportation Equity Act for the 21st Century (TEA-21).

The UPWP describes and schedules work to be undertaken by the Laredo MPO during the 1999-2000 fiscal period. The proposed 2000 UPWP was introduced before the MPO Policy Committee on June 18, 1999. A thirty-day public review and comment period was approved.

TASK 1.0 - ADMINISTRATION AND MANAGEMENT

1.1 Program support administration, record keeping, monitoring completion of projects, preparation of reports, interagency coordination, and facilitating citizen participation. Federal funds: $70,000

1.2 Travel, training, equipment and supplies not directly related to any other program element.

Federal funds: $15,000

TASK 2.0 - DATA DEVELOPMENT AND MAINTENANCE

2.1 Includes ongoing updates and maintenance of data and maps related to population, land use, housing and employment, as well as current estimates and forecasts of population and employment. GIS equipment and software updates. Federal funds: $5,000

TASK 3.0 - SHORT RANGE PLANNING

3.1 Control Access Program

Educate the public, stakeholders and decision-makers on land use access policies and alternatives and make implementation recommendations. Federal funds: $2,500

3.2 Traffic Calming Program

Educate the public, stakeholders and decision-makers on traffic calming policies and alternatives and make implementation recommendations. Federal funds: $2,500

TASK 4.0 - LONG RANGE PLANNING

4.1 Complete and/or revise the 2000-2025 Laredo Metropolitan Transportation Plan to conform to State and Federal requirements. Federal funds: $5,000

TASK 5.0 - SPECIAL STUDIES

5.1 School Zone Safety Study

Gather data and evaluate area around selected schools, to be determined in conjunction with the school districts, in order to resolve pedestrian and vehicular conflicts The study will identify specific improvements that would increase the safety of pedestrians as well as identify possible funding sources for such improvements. Federal funds: $20,000

5.2 Laredo Corridor Intersection Analysis

The study will identify necessary capital improvements at key intersections to expedite the flow of vehicles and trucks within and through Laredo. The study will also provide cost estimates, alternative circulation recommendations and order of implementation for improvements. Federal funds: $73,485

5.3 Comprehensive Rail Crossing Plan

Develop a comprehensive rail plan that addresses the present and future needs of Laredo. The study will identify and prioritize projects that would reduce intermodal conflicts, as well as identify possible funding sources for such projects. Federal funds: $30,000
